Rather than using your fingers to roll the ciggy, try this effective folding technique. Normal rolling methods give hit and miss results in terms of the tightness of the paper around the filter and tobacco, this technique tucks the paper in.

You want to put your filter in on the side of your weaker hand (i.e. non writing hand) and put the tobacco evenly across the rest of the paper. You will be using your stronger (writing) hand to shape the tobacco. Now, through the paper, grip the filter with your chosen hand, and with the other grip the tobacco just near the filter. Roll up and down with both hands at the same pace, slowly moving the tobacco shaping hand away from the filter as you do so. This shapes the tobacco into a cylinder. Don’t use too much tobacco, you want the tobacco cylinder the same size as the filter, without becoming too densely compacted. You may want to move your tobacco shaping hand back to the middle for the next bit. Now roll down until a little bit of the cylinder is showing between the bottom edge of the paper and the rest of the paper, this is where you want to aim to tuck the bottom edge into. With the bottom edge as straight as possible, grip tightly and roll back up. Imagine you are trying to roll a piece of paper around a pencil...it is the exact same principal. This should result in a cigar that has no room for the filter to move about, and no room for smoke to go between the filter and the paper, only through the filter.
