most prison commissaries have baby oil for sale to the inmates. The foil can be obtained from a Rolaids pack (also on commissary) or some hot coca packs. In some prisons smoking has been banned and lighters or matches are of course banned. In this case foil can be rolled to make lead wires and a AAA battery or two can be shorted out with them igniting a piece of toilet tissue to make a flame. Some of these guys have all the time in the world to perfect there technique.
