yea, that is bull****. The flashlight is a DC voltage, duh, and therefore a constant voltage. The infrared LEDs needs a voltage pulse, which varying the time between the pulses gives your frequency. The floppy layers are the correct idea because they block all visible light and only allow infrared light to pass through.
