The first step of the forehand is to pivot and turn your shoulders. The shoulder turn is also how you start to take your racket back. The 2nd step of the forehand is to take your racket back and get your other arm out across your body. This is the completion of your preparation. Having completed your preparation, the 3rd step of the forehand is to swing forward to your contact point by 1) pushing off your outside leg, 2) rotate your upper body back toward to net and 3) swing forward with your arm. To complete your forehand, from your contact point extend out in the direction you are hitting and bring your arm across your body in a smooth and relaxed motion. Once you release the racket with your other hand, the racket never stops moving. Even though we've broken down the forehand into several steps, that doesn't mean the racket stops moving after each one.
