Fire wall config causes UPnP to show not available, even though enabled. I turned off firewall on my computer ( Windows Live One Care) and tested showed available, turned back on , Not Available, so I unchecked the box setting for suspending home or work locations when connected to any network in a public place and now shows available with firewall on.
